Service background

The EU REACH Regulation (EC) No 1907/2006 on the registration, evaluation, authorisation and restriction of chemicals entered into force on 1 June 2007. The EU REACH regulation classifies products into three categories: “substances”, “mixtures” and “articles”, which affects almost all products placed on the EU market.

(1) If the “Articles” category of products placed on the EU market contains any of the SVHC candidate substances in a concentration of >0.1%, the EU manufacturer or importer shall comply with the obligations of notification, notification, etc., under the REACH regulation;
2. Upon receipt of consumer inquiries, the relevant information shall be provided to consumers within 45 days;
(3) If the content is >0.1% and the total amount of the substance entering the EU is >1 ton/year, the EU manufacturer or importer must notify ECHA before the product can be sold in the EU market;
4. From 5 January 2021, products entering the EU market that contain more than 0.1% SVHC candidate substances shall be notified in the SCIP database, and the notification shall identify a single item in a complex product with an SVHC greater than 0.1% and locate it within the complex item;
5. “Substance or mixture” products (such as coatings, inks, etc.) that contain SVHC candidate substances should be provided with a safety technical specification (SDS) by the manufacturer to downstream users.

How long is the test cycle for SVHC testing?
The test cycle of SVHC is related to the complexity of the product. For raw materials, components and simple finished products, the test cycle is about 5 days; For complex finished products (≥4 sets), the test cycle is approximately 7 days.

 

What is the test method for SVHC testing?
Because of the large number of SVHC substances and the rapid update, there is no specific test standard. Currently, RTS uses a test method developed in-house in the laboratory.

 

How long is the retention period for RTS samples?
The retention period of ordinary samples is 30 days; Liquid (such as paint, ink, glue, paste), powder sample retention period is 1 week after the report, after the destruction.

 

Are the inorganic terms in SVHC test results accurately quantified?
For inorganic items in the SVHC list, the test results are derived from the results of the selected element or marker and based on the worst-case scenario, by corresponding conversion.

 

What is a SCIP database?
The SCIP database is a database of Substances of Concern In articles as such or in complex objects (products) established by the European Union under its Waste Framework Directive (WFD) (Products). As of January 5, 2021, companies that produce, import or supply articles containing Candidate List substances (SVHCs) must submit information on these articles placed on the EU market to the SCIP database.
