1.Certification Scope
The Thai government requires mandatory certification for 60 major categories of products, covering 8 fields, including: electrical equipment and accessories, medical equipment, building materials, daily consumer goods, vehicles, PVC pipes, LPG gas containers, and agricultural products. In addition, the certification of other categories of products is voluntary.
2.Certification and Testing Institutions
The Industrial Product Standards Act authorizes the Thai Industrial Standards Institute (TISI) to be responsible for certification work in Thailand. TISI is not only the government authority in charge of mandatory certification in Thailand, but also a standard-setting and management institution, a certification body, and at the same time, it is also an organization for laboratory accreditation, personnel training and registration. It should be noted that there are no non-governmental mandatory certification institutions in Thailand.
Certification Process
Product certification requires that the products meet the corresponding standards, and also requires that the manufacturer has a complete quality assurance system to maintain the compliance of the products with the standards. Therefore, in addition to the type testing of the products, the TISI product certification procedure also includes factory inspection before issuing the certificate and supervision and review after issuing the certificate.
(1) Product Evaluation
TISI evaluates products based on Thai Industrial Standards (TIS) and special requirements for relevant product certification, and can adopt one of the following three methods:
Sampling and testing of samples by a designated laboratory. The samples are sampled by qualified officials of TISI and submitted to a designated laboratory for testing, or tested by a laboratory accredited by the Thai Laboratory Accreditation System (TLAS) or a laboratory recognized by a laboratory accreditation organization approved by the Industrial Product Standards Committee.
Sampling and testing of samples by factory personnel in the factory, monitored by qualified officials of TISI. When it is considered that the factory laboratory is fully equipped with specific testing equipment and has qualified personnel, the sampled products can be tested by factory personnel in the factory, and monitored by qualified officials of TISI.
Inspection of the test report. If the factory's products have been tested by a laboratory approved by the Industrial Product Standards Committee, repeated testing can be waived. However, if the test report is incomplete or there are differences from the corresponding product certification standards and specific requirements, TISI may sample the products and conduct supplementary tests on these items.
(2) Factory Inspection before Issuing the Certificate
When implementing the factory inspection before issuing the certificate, for imported products, there is no need for factory inspection, and only a document review of the quality control process is required. For foreign factories, when the review of the quality control documents shows that they are insufficient, a factory inspection is required. If the factory has obtained an ISO 9000 quality management system certificate, its quality control system will be exempt from review, but the certification body of its certificate should meet the following requirements:
The ISO 9000 certification body has been recognized by the Thai National Accreditation Council (ONAC);
The ISO 9000 certification body has been approved by the Industrial Product Standards Committee. However, when the factory's quality management system is incomplete or there are differences from the specific requirements of product certification and the general requirements of the product quality control system, TISI may conduct supplementary reviews on these items.
(3) Supervision and Review after Issuing the Certificate
The supervision and review after issuing the certificate is to ensure that the certified products continue to meet the corresponding standards and that the factory still has the ability to maintain the quality of the certified products. The supervision system includes:

Routine Supervision
The supervision can be carried out through: supervision of the quality control system and/or supervision of the quality of the certified products. The frequency of supervision is determined according to the consistency of the quality control system of the certificate holder and the situation of the previous supervision.

3.The supervision of the quality control system mainly adopts sampling and testing of the factory or the market. The samples are sampled by qualified officials of TISI and submitted to a designated laboratory for testing, or tested by a laboratory accredited by the Thai Laboratory Accreditation System (TLAS) or a laboratory recognized by a laboratory accreditation organization approved by the Industrial Product Standards Committee.
