The product scope regulated by the REACH regulation is quite extensive, covering products such as electronic and electrical products and chemicals. Service Background

The EU REACH regulation, namely EU Regulation (EC) No 1907/2006, is a regulation on the registration, evaluation, authorization, and restriction of chemicals. It officially came into effect on June 1, 2007. The EU REACH regulation classifies products into three categories: "substances", "mixtures", and "articles", which affects almost all products placed on the EU market.

1. If an "article" product placed on the EU market contains any SVHC candidate substance with a concentration > 0.1%, EU manufacturers or importers shall fulfill the obligations of notification and communication as stipulated in the REACH regulation.

2. When receiving inquiries from consumers, relevant information shall be provided to consumers within 45 days.

3. When the content of an SVHC candidate substance is > 0.1% and the total amount of this substance entering the EU is > 1 ton per year, EU manufacturers or importers must first notify the ECHA before the product can be sold on the EU market.

4. Since January 5, 2021, if a product entering the EU market contains SVHC candidate substances exceeding 0.1%, it shall be notified in the SCIP database. The notification should identify the single article in the complex product where the SVHC exceeds 0.1% and locate its position in the complex article.

5. For "substance or mixture" products (such as coatings, inks, etc.) containing SVHC candidate substances, manufacturers shall provide Safety Data Sheets (SDS) to downstream users.

What is the testing cycle for SVHC testing?

The testing cycle for SVHC is related to the complexity of the product. For raw materials, components, and simple finished products, the testing cycle is approximately 5 days. For complex finished products (≥ 4 groups), the testing cycle is approximately 7 days.

What is the testing method for SVHC testing?

Due to the large number of SVHC substances and their rapid updates, there is no specific testing standard. Currently, RTS uses an in - house developed testing method.

How long does RTS retain samples?

The sample retention period for ordinary samples is 30 days. For liquid (such as paint, ink, glue, paste) and powder samples, the retention period is 1 week after the report is issued, and they will be destroyed after the expiration date.

Are the inorganic items in the SVHC test results accurately quantified?

For inorganic items in the SVHC list, the test results are obtained through corresponding conversions based on the results of selected elements or markers under the worst - case scenario.

What is the SCIP database?

The SCIP database is a database of information on substances of very high concern in articles as such or in complex objects (products) established by the EU according to its Waste Framework Directive (WFD). According to regulatory requirements, since January 5, 2021, companies that produce, import, or supply articles containing candidate list substances (SVHCs) must submit information on these articles placed on the EU market to the SCIP database.
