PSE [Japan]

The PSE certification is a mandatory safety certification in Japan, used to prove that electrical and electronic products have passed the safety standard tests of Japan's Electrical Appliance and Material Safety Law (DENAN Law) or the international IEC standards. Japan's DENTORL Law (Electrical Appliance and Material Control Law) stipulates that 498 types of products must pass safety certification before entering the Japanese market. Among them, 165 types of Class A products should obtain the diamond-shaped PSE mark, and 333 types of Class B products should obtain the circular PSE mark.

Since April 1, 2001, the "Electrical Appliance and Material Control Law (DENTORL)" has been officially renamed as the "Electrical Appliance Safety Law (DENAN)". Different from the control of the previous regulatory system through agreement-based provisions, the new system will ensure the safety of products by non-governmental institutions.

  • Requirements of the "Electrical Appliance Safety Law (DENAN)"

    Japanese purchasers must register and report to the Ministry of Economy, Trade and Industry (METI) of Japan within one month after purchasing the goods. All electrical and electronic products within the scope of the DENAN catalogue sold in the Japanese market must pass the PSE certification. Japan's DENAN divides electrical and electronic products into two categories: specified electrical products, which include 115 types of products; and non-specified electrical products, which include 338 types of products. Specified electrical products must be inspected by a third-party certification body authorized by the Ministry of Economy, Trade and Industry of Japan for the products and the factory testing equipment, and a PSE certification certificate will be issued. The certification validity period is between 3 and 7 years, and a diamond-shaped PSE mark should be affixed to the product. For non-specified electrical products, it is necessary to prove the compliance of the products through self-inspection and declaration, and affix a circular PSE mark to the product.


    PSE Issuing Authorities for Mandatory PSE Products in Japan

    Domestic institutions in Japan: JET and JQA. Institutions outside Japan: TUV Rheinland, TUV Süd, China's CQC institution, and the US UL.


    PSE Issuing Authorities for Voluntary PSE Products in Japan

    In Japan: JQA, JET, MET. Outside Japan: Germany's TUV Rheinland, TUV Sud, the UK's NPS, the US UL, CQC, Taiwan's ETC, etc.

  • How to Charge

    Route A

    STEP 1, Product Report (PR)

    a. An effective test report should be issued by a laboratory certified by ISO/IEC 17025.

    STEP 2, COC: $300

    All shipments (100%) need to be inspected, sampled for testing, and supervised for loading and container sealing. After passing the inspection, submit the final invoice and packing list.


    Route B

    STEP 1, Product Certificate (PC) Registration Certificate. Validity period: one year

    a. An effective type test report should be issued by a laboratory certified by ISO/IEC 17025.

    b. Factory inspection, once a year.

    c. One PC for one factory.

    STEP 2, COC: $300

    At least 40% of the shipping invoices in each quarter need to be inspected, sampled for testing, and supervised for loading and container sealing. After passing the inspection, submit the final invoice and packing list.


    Route C

    STEP 1: LICENSE Permit. Validity period: one year

    a. An effective type test report should be issued by a laboratory certified by ISO/IEC 17025.

    b. Have two qualified factory inspection records and four qualified transaction records.

    c. The permit is only granted to the manufacturer of a product, and this process is not applicable to exporters and/or suppliers.

    STEP 2, Issue COC: $300

    Conduct testing, inspection and supervision for loading at least once every six months. After passing the inspection, submit the final invoice and packing list.

    Achievement Objectives


    ●Ensure that controlled products exported to and entering the market of Nigeria comply with the relevant regulations of the Nigerian Industrial Standards.

    ●Ensure the rapid customs clearance of imported goods, thereby facilitating trade.

    ●Contribute to encouraging genuine investors to invest in Nigeria.
