Testing Requirements

China: Clause 5.3.7 of China's mandatory toy standard GB 6675.1 - 2014 refers to relevant EU requirements for plasticizers. The total content of DEHP, DBP, and BBP in the plasticized materials of accessible toys and components shall not exceed 0.1%. For products that can be put into the mouth, in addition to the above requirements, the total content of DINP, DIDP, and DNOP shall also not exceed 0.1%.

The EU: Articles 51 and 52 of (EC) No 1907/2006 (i.e., the REACH regulation). After July 7, 2020, articles containing phthalates listed in this article, used alone or in any combination, with a concentration equal to or greater than 0.1% (by weight) of the plasticized material shall not be placed on the market. That is, DEHP + DBP + BBP + DIBP ≤ 0.1%, and DINP + DIDP + DNOP ≤ 0.1%.

The United States: The final rule of the U.S. Consumer Product Safety Commission (CPSC) on restricting certain phthalates in toys and children's care products (16 CFR 1307) was published in the Federal Register on October 27, 2017. The final rule came into effect on April 25, 2018. According to 16 CFR 1307, the following phthalates in the components of toys and children's care products shall not exceed 0.1%: DEHP, DBP, BBP, DINP, DIBP, DPENP, DHEXP, DCHP.

California, USA: The California government has identified six phthalates as carcinogenic, teratogenic, and harmful to reproduction, or having several of these toxicities simultaneously. These six phthalates are BBP, DBP, DEHP, DIDP, DINP, DnHP, all ≤ 1000 ppm. For earwax removal kits, BBP, DBP, DEHP, DIDP, DINP, DnHP, and DNOP are all ≤ 1000 ppm.
