EPA Proposes Revisions to Composite Wood Formaldehyde Standards: What Exporters to the U.S. Need to Know for Compliance

Recently, the U.S. Environmental Protection Agency (EPA) released a proposal to revise the formaldehyde standards for composite wood products (40 CFR Part 770). The core of this revision is to update a batch of voluntary consensus standards and add one new test method standard, which will directly affect the compliance requirements for wood and wood product enterprises exporting to the United States.

A New Important Test Method Standard Added

In addition to the above-mentioned version updates, the EPA also proposes to newly incorporate ISO 12460-2:2024 (en) Wood-based Panels - Determination of Formaldehyde Release - Part 2: Small-scale Chamber Methodinto the reference standard system, further improving the selection of test methods for formaldehyde emission from wood products. This new standard specifies a procedure for a chamber test with different options of chamber sizes to measure formaldehyde concentrations in air from wood products under defined test conditions of temperature, relative humidity, loading and air exchange rate, which can be used for Quality Control based on established correlation.

Compliance Reminder

Once this revision takes effect, composite wood and wood products exported to the United States will need to conduct testing and compliance verification in accordance with the new standards. It is recommended that relevant enterprises take the following actions:

  • Proactively study the differences between the new and old standards, and sort out the changes in test methods and indicator requirements. For example, the updated ANSI A190.1-2022 revises the requirements for the manufacture and quality control of structural glued laminated timber compared to the 2017 version, while ASTM D5582-22 fully replaces the outdated ASTM D5582-14 version.
  • Cooperate with third-party testing institutions to complete the adaptation and verification of test methods and equipment, ensuring that the testing process meets the requirements of the new standards.
  • Pay close attention to the EPA’s subsequent public comment period (usually 30 days after the proposed rule is published in the Federal Register) and the final effective date of the revision to avoid compliance risks. Timely participation in the public comment period can help enterprises express their opinions and promote the rationality of the final standards.

The EPA’s proposed revision of formaldehyde standards for composite wood products reflects the U.S. government’s continuous emphasis on environmental protection and public health.
