CPSC Updates Toddler Bed Safety Standard (16 CFR 1217): New ASTM F182126 Effective August 29, 2026
On May 14, 2026, the U.S. Consumer Product Safety Commission (CPSC) issued a direct final rule to update the mandatory safety standard for toddler beds: 16 CFR Part 1217. The updated regulation will take effect on August 29, 2026.
What Is a Toddler Bed?
A toddler bed is defined as a bed designed to fit a standard full‑size crib mattress, intended for children aged 15 months and older, weighing up to 50 lb (27.7 kg).
Key Update: ASTM F1821‑26 Replaces ASTM F1821‑19ε1
The core change in this rule is updating the referenced consensus standard:
- Old reference: ASTM F1821‑19ε1
- New reference: ASTM F1821‑26
Importantly, there are no substantive technical or test method changes between the two editions. ASTM F1821‑26 only includes editorial revisions (clarifications, formatting, minor corrections) that do not alter safety requirements or compliance testing.
Effective Timeline
- Release date: May 14, 2026 (Direct Final Rule published)
- Compliance date: August 29, 2026
- From this date onward, all toddler beds sold in the U.S. must fully comply with ASTM F1821‑26.
What This Means for Manufacturers, Importers & Sellers
- No new technical testing required: Existing test reports meeting ASTM F1821‑19ε1 remain valid, as safety performance requirements are unchanged.
- Update documentation & labeling: Revise compliance statements, certificates and product labels to reference ASTM F1821‑26 instead of the old version.
- Transition before August 29, 2026: Ensure all new production, inventory and shipments align with the updated standard prior to the effective date.
Final Note
This CPSC update is a minor administrative refresh to keep the federal regulation aligned with the latest ASTM editorial revision. While no new safety burdens are added, timely updating of compliance paperwork is critical to avoid U.S. market entry barriers.
