What requirements must food contact materials and products entering the US market meet?

According to the US Federal Food, Drug, and Cosmetic Act (FFDCA), food packaging materials fall within the scope of food additive management and are uniformly managed by the US Food and Drug Administration (FDA). The relevant requirements are listed in Volume 21 of the Code of Federal Regulations (CFR). Specifically, the requirements of 21 CFR 170-189 must be met.

Can materials that are not on the list of approved materials in the regulations be used?

Any new material entering the market must be reviewed and approved by the FDA.
