CB (Safety) [Internationally Recognized System]
Introduction to Various Certifications
CB (Safety) [Internationally Recognized System]

CB (Safety) [Internationally Recognized System]

The CB Scheme (the IEC System for Conformity Testing and Certification of Electrical Equipment) is an international system operated by IECEE. The certification bodies of IECEE member countries test the safety performance of electrical products based on IEC standards. The test results, namely the CB Test Report and the CB Test Certificate, are mutually recognized among IECEE member countries. The purpose is to reduce international trade barriers arising from the need to meet different national certification or approval criteria. IECEE is the abbreviation of the International Electrotechnical Commission System for Conformity Testing and Certification of Electrical Equipment.

  • CB certification

The CB (Certification Body) process is established based on the international agreement of the IECEE "World System for Conformity Testing and Certification of Electrical Equipment". It is an agreement among national certification bodies within the system, committed to the mutual recognition of the audit results of electrical products. The countries participating in the CB Scheme are designated institutions from 53 countries, including major industrialized countries. Currently, they are all affiliated with the CB certification process - it is considered the basis for domestic certifications in many countries within the EU (including those that have not yet become full - member states). CB certification is only for sample testing. When converting to foreign certification marks, a factory inspection is required. The CB certificate is only valid when presented together with the CB test report. When applying for a CB certificate, the applicant should first inform the consignor or laboratory of the country/region of export, so that the certification body can help understand the differences in national standards and arrange differential tests in a timely manner, avoiding the need for the applicant to supplement tests when applying to foreign certification bodies/testing institutions, thus delaying the recognition process and incurring more costs.

CB certification is applicable in the member countries of the CB Scheme, covering developed countries and most developing countries around the world. The CE mark is applicable in 28 European countries such as the EU. CB certification only covers safety requirements. Even if the CB certification includes EU differences, if the product is also covered by other EU directives (such as Electromagnetic Compatibility - EMC, Machinery Directive, etc.), the CB certification cannot indicate compliance with the requirements of the CE mark. It can only indicate that the product meets the requirements of the Low Voltage Directive (LVD) of the CE mark, and the CE mark cannot be affixed to the product yet. Relevant EMC and other tests must be supplemented. The CE mark includes multiple directives. However, when the product is only applicable to the Low Voltage Directive (LVD), the CB certification with EU differences proves compliance with the requirements of the CE mark, and enterprises can thus affix the CE mark to the product.

  • Organizational Structure

The CB Scheme is managed by the Certification Management Committee (CMC) and reports to the Conformity Assessment Board (CAB) of the International Electrotechnical Commission (IEC). The CAB approves the CMC's recommendations on changes to the principles of the CB Scheme, appointments of officials, finances, and IECEE policies. The responsibilities of the CMC are to operate, develop, and improve the CB Scheme in accordance with its principles, decide on the acceptance, rejection, and suspension of membership, and determine new product categories and standards for the CB Scheme.

The members of the CMC are representatives from member countries, including representatives of NCBs, CMC executive personnel (Chairman, Vice - Chairman, Secretary, and Treasurer), the Chairman and Secretary of the Test Laboratory Committee (CTL), representatives of IEC advisory committees (such as ACOS), the Safety Advisory Committee, and the Secretary - General of the IEC.

The Test Laboratory Committee (CTL) consists of representatives from NCBs and CB laboratories. The CTL is responsible for handling testing procedures and interpreting technical requirements, testing conditions, testing equipment, and conducting inter - laboratory comparisons. Its main goal is to enhance technical credibility and consistency, which is required for the mutual recognition of test results within the CB Scheme.

Some information published in the CB Bulletin can be obtained on the website of the CB Scheme (www.iecee.org).

As of July 1992, there were 30 member countries in the CB Scheme. They are Austria (AT), Australia (AU), Belgium (BE), Canada (CA), Switzerland (CH), China (CN), former Czechoslovakia (CS), Germany (DE), Denmark (DK), Spain (ES), Finland (FI), France (FR), United Kingdom (GB), Greece (GR), Hungary (HU), Ireland (IE), Israel (IL), India (IN), Iceland (IS), Italy (IT), Japan (JP), South Korea (KR), Netherlands (NL), Norway (NO), Poland (PL), Sweden (SE), Singapore (SG), former Soviet Union (SU), former Yugoslavia (YU), and the United States (US).

After obtaining the CB certificate and CB report, one certificate can be used to convert to multiple - country certificates, avoiding the need to resubmit samples for testing when obtaining multiple - country certifications.

As long as the samples and application materials are prepared, our laboratory can help your company obtain the CB certificate smoothly.
